The purpose of this Bill is to incentivise clean, green and low-carbon economic development in Aotearoa New Zealand, so our children and grandchildren can continue to prosper for generations to come.
It does this in 2 parts. First it amends the Emissions Trading Scheme (ETS) to ensure that all new activities and industries that use lignite, i.e., low grade coal, are fully liable for the costs of the greenhouse gas emissions they emit.
Secondly, this Bill establishes a clean green taskforce to explore developing our green economy, including considering the implications for New Zealand of the exploitation of lignite and other greenhouse gas emitting substances.
