Climate Change (Government Vehicle Procurement) Bill
Requires all State sector organisations, when purchasing or leasing passenger vehicles, to purchase or lease only those vehicles:
- with engine capacity of 1800 cc or less
- in the top 10% in fuel efficiency in their size class.
The Government will not only save fuel but will also set a powerful example for other fleet managers and for private vehicle owners.

Climate Change (Electricity Fixed Charge) Bill
Amends the Electricity Act 1992, scrapping the daily fixed charge that domestic consumers pay. It requires electricity providers to charge domestic consumers only on the basis of the kilowatt-hours of electricity they use. Domestic consumers will be able to save more money by using less electricity than is the case now, so encouraging greater energy conservation.

Climate Change (Airline Emissions) Bill
Requires airlines operating in NZ to cap, by 2012, their total greenhouse gas emissions in New Zealand to the level they are in 2007. It also requires the airlines to take measures, by 2012, to decrease their net emissions to 1990 levels. This applies to domestic and international flights. This will make airlines bear the same responsibility for decreasing their contribution to climate change that all other sectors are responsible for. Currently they are exempt.

Climate Change (Public Transport Funding) Bill
Amends the Land Transport Management Act 2003 to stipulate that two thirds of the National Land Transport Fund be allocated to public transport, walking and cycling, rail, coastal shipping and travel demand management. This will help people take up sustainable alternatives to private car use and will decrease the amount of freight transported on roads, saving fuel, and decreasing transport related CO2 emissions.

Climate Change (NZ Superannuation Fund) Bill
Amends the New Zealand Superannuation and Retirement Income Act 2001 to require the managers of the New Zealand Superannuation Fund to consider climate change and the broader environmental impact of the companies in which they invest. This will send signals to companies to clean up their acts and will encourage investment in businesses that help prevent climate change.

Climate Change (Rail Electrification) Bill
Sets targets for electrification of different parts of the rail network and requires the rail operator to use biodiesel on those parts of the network which are not electrified by 2012. Ultimately, this will decrease CO2 emissions especially as we wean ourselves off electricity produced from fossil-fuelled power stations.
